The plan focuses on expanding local health infrastructure, strengthening service standards and procurement systems, devolving healthcare to districts for community-driven delivery, and investing in biomedicine and medical tourism — positioning Zambia as both self-reliant in healthcare and a regional health hub.

Zambia’s economic slowdown stems from missed opportunities, not limited resources. The CF proposes to reignite growth through stronger infrastructure, increased trade and investment, support for competitive sectors, expanded value-added exports, and technology-driven industrialisation — with the goal of transforming Zambia into a resilient, export-led economy.

Citizen First places industrialisation at the heart of Zambia’s development and job creation strategy. The party aims to maximize value addition to Zambia’s raw materials by embedding science, technology, and innovation into key sectors such as mining, agriculture, health, engineering, and construction. It will fast-track industrial policy implementation, reduce raw material exports to below 30%, and improve efficiency by streamlining regulations and consolidating licenses to make it easier and faster for businesses to operate.

Citizen First has placed sustainable community development at the center of its agenda for both urban and rural areas, aiming to uphold human dignity while investing in infrastructure and programs that strengthen well-being, human development, and national progress. The party is committed to building lasting community assets that improve quality of life and empower residents to thrive.

The priority agenda focuses on strengthening democracy, governance, and the rule of law by reinforcing the independence of the Judiciary, electoral bodies, Parliament, and watchdog institutions. It emphasizes transparency through strong anti-corruption enforcement and open procurement systems, while promoting citizen participation via civic education, press freedom, delimitation, and inclusive decision-making. Central to the plan is ensuring free, fair, and credible elections by safeguarding electoral integrity, protecting political freedoms, and preventing violence and fraud.

Zambia is built on unity, respect for humanity, and a strong tradition of peace and security that has earned it global recognition. The country has historically championed dignity and justice, including supporting regional liberation struggles. Since adopting multiparty democracy in 1991, Zambia has maintained regular, peaceful elections and smooth transitions of power, with successive Presidents upholding national unity and stability.
The CF will prioritize automation of agriculture as a means of accelerating job creation and national development. We are committed to creating 1 million direct formal jobs in the agriculture sector by 2031.
